Congratulations to Eleanora Lozano Rodriguez who has been named Dean of the Faculty of Law of the Andes University.

Eleanora is a lawyer and an economist and has a Master’s in Economy and a PhD in Law from the University of Salamanca, Spain. In 2009, she obtained a distinction ‘cum laude’  for her doctoral thesis ‘In Defence of International Tax Arbitration: for Latin American Countries.’

She has had a lengthy professional career in the University of the  Andes, where she has been teaching since 2007. She has been director of the Law Doctoral Programme, with a specialization in Taxation, for which she was awarded the ‘Orden a la Educación Superior y a la Fe Pública, ‘Luis López de Mesa’ for her contribution to the improvement of the quality of education in Colombia. She has also been director of the Master’s in Taxation course at the same university.

Eleanora’s field is related to taxation and public finances in Colombia. She considers that here in lies the solution to reforming the taxation system  to mitigate social inequality. She has also written extensively for books and magazines, on this subject.

Additionally, Eleanora has been mediator in the Camara de Comercio de Bogotá since 2007;  member of the Consejo Directivo del Instituto de Derecho Tributario (ICDT); the International Fiscal Association; and the Centro de Estudios de Derecho Procesal (CEDEP). Since 2012, she has been a member of the SELA association (Seminario en Latinoamérica de Teoria Constitucional y Política) of Yale University. She has also been a member of the European Association of Tax Law Professors (2020) and the ‘Latin American Workshop in Law and Economics’ that is organised by several Latin American Universities: ( La Pontifica Universidad Católica de Chile, El Instituto Tecnológico Autónomo de Mexico, the Andes University and the Universidad de Brasilia). She is a member of the ‘Markets, Constitution and Inequality Workshop’ that is organised by the University of Glasgow and the Andes University.

She was in charge of the Oficina Asesora Jurídica of the Ministry of Hacienda and Crédito Público (2004 – 20060). She was a consultant for the World Health Organization (2003) and director of the Planeación en Titularizadora Colombiana (2001-2003. She has been external consultant for the Ministry of Transport (1991 – 2001) as well as a consultant for the Dirección de Estudios Económicos in the Departamento Nacional de Planeación (1999) and external consultant for the Ministerio de Justicia y del Derecho (1996 – 1997) among others.
